Eliminate one of the G-Soldiers and consider putting the other to sleep, sparing him in case you need to draw curative magic to restore your HP.

Consider drawing Protect from Raijin and casting it on your entire party as a precautionary measure against any attacks should Raijin suddenly regain conciousness. Summon your strongest GFs excepting Quezacotl as Raijin absorbs Thunder and you should be able to win without waking anyone up. The second phase of this battle moves inside the Hotel, where Raijin is joined by his Wondertwin buddy Fujin.

Begin by afflicting both with Sleep. Immediately draw Pandemona from Fujin. Draw from Raijin and cast Reflect on your party. The guards will attempt to stop you from entering, but just keep talking and randomly wandering around and the team will manage to get inside.

Talk to the guards standing out front and then make your way down to the docks — the same place you were at when you boarded the boat for the mission in Dollet. Go back down to the docks and speak with the guard near the dog again. Follow the dog back to the train station to find the Captain. Now you can finally get into the hotel so head back there.

You will be thrust into a fight against Raijin and two soldiers. So if you want to get that Protect and Shell cast on your party members faster, I highly recommend casting Double on your magic dealers so they can apply more magic in 1 round.

The stats for Raijin are still the same for this fight. Fujin is also weak against Water magic but absorbs Aero Air Magic. So it looks like Water magic is your best friend in this battle again. Honestly, to defeat Fujin and Raijin, I just summoned Leviathan and Siren GFs several times along with casting Cura on my party members as needed and Protect and Shell as they wore off.
